This is an excerpt from the book by Smith and Williams. This chapter consists of justification and ROI for performance engineering... something I typically skipped because I thought I knew it. I submit that now that we are aggressively moving toward performance engineering that the ability to evangelize its merits is important and this is probably worth a read.
